Description
The dawn of the twenty-fourth century ushered in an unprecedented period of peaceful exploration relatively free from major conflicts which lasted roughly until first contact with the Borg in 2365. It was during this time that pre-fabricated, interchangable components made the Regula-class stations a mainstay among Federation deep space facilities. Since their first implimentation during the late twenty-third century, Regula-class stations had proven themselves capable of offering a great deal of flexibility. This was further evidenced by the continued deployment of several variant designs all based upon the original Regula-class including those of the orbital office, scientific research, and combat-oriented subtypes. As operations continued to extend further and further from the closely-knit core worlds of the Federation, however, Starfleet soon realized the need for another station class capable of supporting operations along the frontier while requiring fewer resources than the larger Stardock-class and Astral-class starbases.

Starfleet engineers first began considering what would eventually become the Shiro-class starbase during the late 2360s as Starfleet found themselves relying increasingly upon local authorities for the development, construction, and maintenance of deep space facilities. The acquisition of Deep Space Nine finally pushed the Starfleet Corps of Engineers to begin a series of projects aimed at determining how best to incorporate some of the design principles of those non-Starfleet constructed stations within the deep space network.

Unlike the modular design of the Regula-class stations, the Shiro-class starbase was designed to incorporate scientific research, starship support, and tactical superiority equally into one facility. Such versatility allows the Shiro-class to operate within planetary systems as well as independently in deep space. The first Shiro-class starbase began construction in 2369 and was commissioned in late 2372 to replace the aging Regula-class spacelab which had been serving as Deep Space Four.
